Aeneas says it in Carthage, looking at a mural of the Trojan War and finding his own grief already painted on a foreign wall. The line is often lifted free as a sigh about the universe. In the poem it is narrower and sharper: even here, among enemies, someone has felt this. The tears are for particular things.
