The angels speak it to shepherds in Luke’s infancy narrative. Later translations argue over the grammar: peace on earth to people of good will, or peace and good will toward people. The King James phrasing is the one the carols learned. Marking the day as “kept” is the honest alternative to pretending the calendar records a birth. The hope in the sentence does not depend on the December date. The date is where a civilization decided to put the hope.
